Wrong about Serbia.
Wrong about Rwanda too. The RPF did not put an end to genocide, they changed its focus and, under the colour of seeking justice, initiated a campaign of plunder in Congo.
I agree with most of Marqusee's argument but it is surely important to re-examine these premisses of the latest re-incarnation of "Humanitarian Interventionism" which has been around since empires first begun to share the benefits of civilisation for fun, free real estate and profit.

An otherwise good article undermined by Mike Marqusee's acceptance of NATO propaganda against Serbia. The Serbians were not practising 'genocide' against anybody. Srebrenica was being used by the Bosnian Muslims to launch murderous attacks against Serb civilians in the surrounding region. When it fell to Serbian forces, there were some illegal killings of captives due to the violent feelings involved, but the majority of the 5000 - 8000 dead were killed in a battle as the Bosnian Muslims, abandoned by their leadership, attempted to fight their way out. Nor was any evidence ever produced that Serbs were involved in mass killings in Kosovo.

The breakup of Yugoslavia was initiated by those same great powers that Marqusee rightly condemns in the context of Iraq and Libya - in particular Germany and the USA, later aided and abetted by the rest of NATO. The overthrow of Milosevic was not brought about internally but by Western-hired thugs and generous funding to the tune of some $87,000,000 from CIA fronts such as the National Endowment for Democracy (sic). Their quisling regime rules to this day in Belgrade and has been handing Serbia's economy over to the IMF and international capitalism.
